2)Answer:

I would say that based on what I read this should be ruled unconstitutional because this provision allows the FBI to gain confidential information through the users ISP without the ISP questioning the reasoning for the information. This could cause problems due to information being accessed illegally and possibly by the wrong hands.

3)Answer:

Three other countries that implemented legislature similar to the USA PATRIOT Act following the 9/11 terrorist attacks are UK, India, and Canada.

These laws to lift restrictions on the amount of data collected about an individual but there is always compromise with such things. With all of the changes after 9/11, America was thought to be a safer place but this is not so. There is always a way around thing.
