Explanation / Answer

Option (b), and (c) aren't contextual. For Option (d), FLS Act is for 1) minimum wage, 2) time-and-half overtime, and 3) prohibiting child labor. Here the context in to increase the wages and employment condition so (d) will also not be applicable. It is only the NLR Act which provides for the rights of employees to demand better working condition and wages. Russell is exercising his right to higher wages and thus the employer firing him for holding a one-man strike is against the National Labor Relations Act (Section 7: The Right to Strike).
