Assume you are a U.S. Senator. The Senate has been asked for its "advice and consent" to a treaty negotiated by the Executive Branch. The treaty would require every nation of the world to reduce its carbon emissions by 20% by the year 2035. Exactly how this is to be done is left for each nation to decide. You have to vote, yes or no, on the treaty. How do you decide? What factors or sources do you consider, and why? Assume you have to vote yes or no. You cannot abstain or suggest amendments to the treaty. You should further assume that all nations are voting at the same time, so you cannot base your decision on what other countries choose to do.

Explanation / Answer

Factors to be considered while voting on reducing the carbon emission are as follows -

1) Country's current economic development - In case the country is very developed, the there will be less manufacturing industries and higher service industries. So, the carbon emission requirements will be lesser.If the country is a developing country, we cannnot put a cap on carbon emission because of higher number of manufacturing industries.

2) Global environmental outlook - What are all the threats to the environment in case the carbon emission is not reduced. Upto what limit the emssion can take place without hurting the environmental sustainability.

3) Which countries have kept their promises to reduce their emission in the past ? Has it effcted the global environment?

4) Per Capita income of country- I will also compare per capita income of the country with respect to other countires because that shows the economic development of the country .The decision can also be taken based on this factor.

5) Reports and recommendation of various environmental agencies - The environmental impact analysis done by International organizations should also be taken into the consideration while arriving at the decision.

6) Analysis should be done how that decision is going to impact the overall well being of the global citizens in general and own country in perticular.

7) Voices and opinions of various pressure groups, organizations and NGOs should also be heard.
