CHIP ( Childrens Health Insurance program was enacted in 1997 to give proper health coverage children in financially weak class. CHIP is a $13 billion federal-state partnership covering nearly 9million kids in low-income families. But many political ambiguity is there regarding the practise of CHIP as some states eliminated the use of CHIP as they are claiming like Medicaid and other private insurance coverage is already in use for majority of the class.

The first article describes the policy in detail and how it is aligned to Federal affairs and AAP policy statement. Although the CHIP reauthorization was vetoed twice in 2007 and 2008, the extension of CHIP became a priority after the 2008 election. Advocacy by the Academy and other child health groups led to passage of the Children’s Health Insurance Program Reauthorization Act (CHIPRA) of 2009. The new law included several changes: Improved benefits by mandating that stand-alone CHIP Insurance programs include coverage for mental health, dental & many medical and surgical treatments.

Formation of the Medicaid and CHIP Payment and Access Commission;

Increased appropriations and extension of the various Insurance program through 2013;

Formulation of Express Lane eligibility for some classes that could co-ordinates enrolment for CHIP with other national eligible programs such as Supplemental Nutrition Assistance Programs

Statewise incentives are also announced to implement CHP very effectively.

The second article is there to check the impact of CHIP among low income family children.

Study uses many quasi experimental design and other tests Implementation of the CHIP program resulted in large increases in public coverage with estimates of crowd-out consistent with initial projections made by the Congressional Budget Office. This paper demonstrates that public health insurance expansions and its implementation can lead to significant reductions in uninsurance without causing a large-scale erosion of employer coverage.

The second article found more useful as it go through the details of CHIP and analyse on the impact of it to the society, It uses statistical and quasi experimental studies. Empirical models and created and checked along with the right eligibility criteria for CHIP. Thus the second article is more into clarification regarding the CHIP insurance where the first article is just giving some overview of the features of CHIP.
