here by using ohms law
V = I * R
I = 3 / 500
I = 0.006 amp
then for power
P = I * V
P = 0.006 * 3
P = 0.018 W
the power in the resistor is 0.018 W
2)
P = R * I^2
P = 3.5 * 4
P = 14 W
then for the heat
H = 14 * 3.5 = 49 J
so the heat generated is 49 J

here we use the formula
R = rho * L / A
R = 1.69 * 10^-8 * 16 / 3.1 * 0.0006^2
R = 0.2423 ohm
the resistance of the wire is 0.2423 ohm
