Electra Island

The Island of Electra was recently discovered in the South Pacific, with a population of 1.5 million people, mostly concentrated in the city of Portostance. The island was found to have an immense amount of natural resources (e.g. gold, silver, diamonds and talking parrots-- the essence of these natural resources is that ample economic support is available to accomplish the necessary design and installation. The natural resources do not include energy resources except as otherwise specified), and the tribal government, having visited Salt Lake City, wishes to bring his city all the conveniences of a modern power system. Chief Frederick has chosen your consulting firm to design a full power system for his country.

Here are some of the details of the situation:

Power consumption of the island

1800 MW peak. Daily load cycles vary between 500 MW and 1800 MW, and are uniform essentially year around. Those cycles consist of a linear rise from 500 MW at 4:00 am, to 600 MW at 5:30 am, continuing at a new slope to 1200 MW at 11:00 am, then to 1800 at 3:00 pm, holding constant at that level until 5:30 pm, then falling linearly to 700 at 10:00 pm, then falling gradually until 4:00 am when the cycle starts again.

Growth potential

Assume that the above includes all foreseeable growth potential and base design on stated conditions.

Geographical/geological constraints

The attached topographical map provides the geography of the island. Assume that the occasional hurricane comes through providing surges of the ocean surface up to 6 meters, and winds up to 55 m/s. The land is stable, and although the island was originally formed due to volcanic activity, the volcano has been dormant for many years and will remain so long into the future according to geologists. (note, among other things, this implies that the availability of fossil fuels on the island is minimal). Flooding is not a serious problem due to the natural drainage of the island. Under normal conditions, a prevailing wind blows from the northeast at approximately 10 m/s for roughly 85% of the time. The flow rate of the Chancee River is approximately 20 m3/s for most of the year (except that it increases by a factor of 4 during hurricanes).

Cost

The request is that costs be minimized, but all costs required to meet the engineering design and safety constraints will be covered.

Social/Technological attitudes

The inhabitants of the island are moderate environmentalists, meaning that while reasonable precautions for preserving the environment are certainly considered worthwhile, extreme measures are not. The people are extremely trusting of their sovereign, and will not object to anything that he approves. Chief Frederick is very skeptical, but very logical and willing to embrace any technology if convinced of its worth.

Proximity of another grid

The nearest neighbor with a power system is approximately 600 km away.

Generator Location

No specific constraints have been placed on where the generation should be located, except that for security and reliability reasons, Chief Frederick has requested that there be at least one generating station in each third of the island. Each third should provide 600-700 MW of generation.

Manpower

The best and brightest of the Electra natives have been sent to universities throughout the world to learn what they need to know to run the system. However, they would like to have the design and construction of the system in place before they return (who knows, maybe some Electrans are here in this class in disguise?). In areas where generation is installed remote from the main city of Portostance, small villages will be constructed for the support personnel.

Standards

All standards for safety and other design issues are taken from US standards, i.e. IEEE standards, NEC, NESC, etc.

Billing and Business Operations

Billing and business operations will be handled by their own in house organization. Their first concern at this point is getting the power system on line, and adjustments will be made in the future to for proper billing.

Rights of Way

Assume that there are no limitations in acquiring land for transmission line access, substation construction, or generating facilities.

Financing

The island has immense capital for the power system, and this has been guaranteed by the World Bank.

Nature of industrial facilities

The major industrial plant on the west side of the island is a widget factory. Power requirements of this facility will be 160 MW base load, peaking to 200 MW during certain times of the year. Their uncorrected power factor is approximately .8 lagging. The plant on the east side of the island is a watzit factory, with a nearly constant load of 250 MW at approximately .7 power factor lagging. 10-12 other less significant industrial facilities throughout the city will have demands of less than 10 MW each.

INTRODUCTION:

The town of Electra having population of around 1.5 million still lacks its basic power system infrastructure besides having a potential enviorment friendly power generation system within it. With the amount of manpower and financial capability town electra poses design of power system is very important taking into the consideration the geographical constraints present. The sole purpose of this project is to provide a stable power system to Electra town to meet its power requirement with available resources.

After going through the project following conclusions can be drawn to make a cost effective enviorment friendly way for stable power ysytem. The island is divided into three equal regions the third region comprises of watzit factory having requirement of 250 MW load at 0.7 PF also it has some part of populated protostance town, so the most feasible power station that can be placed there is a thermal power plant which draws water from near by chancee river and can get its coal from exporting via sea by making the industry near sea, the capacity of the generating station must be 600 MW to provide constant load to the industry and town, the power station must be operated at full load. The secound region could use the % of timeine as the minimum speed reqiures to rotate turbine is m/s and the average speed of wind is 10M/s which is more then required and the same is enviorment frienldy and can be used to supply the load to the eastern industry at 0.8 pf also the same grid be used to supply the other small industries along with thermal power project the so the total capcity of generator that must be installed in secound region is 600 MW using wind turbines. For first region the main source of power generation is chancee river which has a flow of 20m3/s which is sufficient for power generation. This region load must be utilised only during peak load as hydro plant are usuallyoperated during peakload time thus the rest of 600MW of hydro energy is proposed at first region. This makes total installed capacity to be 1800 MW to meet the load and for power distribution quad moose line using structural tower syatem at 400 KV is to be used and for transmision purpose and also distribution purposes substation is to be installed for step up during generation and step down during distribution id to be placed nearer to load. This is the model for design of power system of ELECTRA Island.
