Greek was struggling between monarchy, oligarchy, democracy and tyranny form of government where as other nations have adopted any one form of government system. Cities of the Greek prefer to remain independent in the form of polis, and in the times of need to form an city-state to form an alliance, symmachies. Although the cities share a lot of thing common in them.
In the ancient time Greek was not united and it was fragmented into the different cities and in order to apply among them Athenians were the first to introduce democracy by replacing the monarchy and merged Aefean to their boundaries Later King Solon in 594 work more to strengthen the democracy.
