a). It indicates to improve acquisition by improving efficiency and productivity—doing more without more. It seeks to obtain greater efficiency and productivity in defense spending through leadership emphasis on cost control, streamlined processes, reduced bureaucracy, productivity, innovation, competition, the acquisition of contracted services, and workforce capabilities.

b). We can define the CMM level for DoD as Level 4 i,e Capable but not Level 5 because report shows that after year 2010, the growth is coming down. DoD system is capable to managing agreed terms.

c) Achieving Level 5 needs process improvement. There are lot of reasons like funding , political issues.
