3). At equilibrium the rate of forward and backward/reversed reaction is same thus the rate of forward reaction is still greater then zero but it became equal to reverse reaction

4). At the equilibrium the the concentration of reactant and product is same thus at the equilibrium position H2 won't complete react with Cl2 but some of H2 is still present in the flask it's concentration is less then 54 mmol
