(1) A hypothesis on the potential effects can be:

Promoter elements are present in the upstream of gene which are essential for gene expression. There may be some regulatory regions present also. Mutation in upstream gene may cause impairment of functions of the regulatory regions and cause a reuction in gene expression levels. Or the gene may also get silenced.

(2) The anticipated results are described as follows:

In case there is mutation in promoter region then polymerase will not be able to bind the promoter.

In case there is mutation in operator then activators will not be able to bind and gene will not be expressed.
