the question is pretty simple as:

bottleneck link means in communication. it utilizes the maximum of channel of dataflow i..e, it provides the maximum data rate to data flow.

inter-arrival time at the destination is transimission time of first packet. that is second packet is waiting for transimission of first packet.

the length of packet is L. and data rate is(at bottleneck) Rs bits/sec, so transmission time or inter-arrival time is= L/Rs
