This is a conservation of energy equation. The proton is being fired from a far distance, with no potential energy, but all kinetic energy. At the turning point you have all potential energy and no kinetic energy. This can be described by the following equation:
1/2mv^2 =1/(4(pi)Enot) * qproton * qoxygen /r
therefore, 0.5*1.67x10^-27*v^2=9x10^9 ((8*1.602x10^-19 * 1.602x10^-19)/4.02x10^-15)
